Broken Steel is the only one that is affected by something, which is the main quest (you need to finish the main quest to play Broken Steel anyway) I'd say play it in release order: Operation: Anchorage. The Pitt. Broken Steel.

If you load a game without DLC while using DLC items, I don't think the game will load properly. If you load a game without DLC with inactive DLC items, they will disappear.
